Chief Justice Livingston, a graduate of Western Hills High School, Fort Worth, attended Texas Tech University where she received her B.A. in political science, graduating with Distinction and Honors. She then received her J.D. from The University of Texas and returned to Fort Worth where she practiced law first with various firms and then, on her own. She has served on this court as a Justice, Place 7 since December 1994.
During her career, Justice Livingston continued her involvement with community and profession. She was an active member of the Tarrant County Women's Bar Association and served as its President and in other capacities. Also, she served on Fee Dispute Arbitration panels and as one of its chairs for a number of years. She has been an active participant in the Tarrant County Private Attorney Involvement Program and as a pro bono attorney volunteer for several years prior to her judicial service and often serves as a speaker and moderator for their pro bono CLE programs. She also participated extensively in other Tarrant County Bar Activities and served as its Secretary-Treasurer in 1992, creating its first budget and then served as its Vice President in 1993.
She has remained active in the local bar association and is currently a member of its Appellate, Probate and Women's divisions, and a Charter Member of the Tarrant County Bar Foundation. She also served as Director (1999-2001), as Treasurer (2000-2003), Vice Chair (2004-2005), Chair-Elect (2005-2006), and Chair (2007) of the Bar Foundation. She is also a member of the State Bar, College of the State Bar, and a Fellow of the Texas Bar Foundation as well as the American Bar Association, Appellate Judicial Administration Division. She also served as a Director on the Board of the Judicial Section, SBOT (2000-2003). She also volunteers as an Associate Editor for the Appellate Advocate published by the Appellate Section, SBOT (2009 – current).
Chief Justice Livingston also lectures for various bar organizations. She additionally serves on the advisory boards for TCU AddRan Board of Visitors, Circle "T" Girl Scouts and the Texas Girls' Choir, and is a member of the First United Methodist Church of Fort Worth.
On April 14, 2010, Governor Rick Perry appointed her to be Chief Justice of the 2nd District Court of Appeals and she was sworn in on April 19, 2010.
